Next week, when a debate on this topic takes place, the government will submit its proposals to ANRE, requesting their inclusion in the new regulation so that the updated framework can be published by the end of this month.

The proposed increase in guarantees—from 5% to 20% of the connection cost—is still modest. Translated to our context, this would correspond to guarantees of approximately 10% of the total investment value, similar to the guarantees that contractors must post when participating in tenders. By implementing this approach, with firm deadlines, we can ensure that procedures are completed efficiently, so that in the second half of this year, or at the latest next year, only connection permits corresponding to serious companies with financing will remain in the market—projects we will see actually achieved.

Through the policies promoted by the Ministry of Energy, support schemes, projects funded under the National Recovery and Resilience Plan (NRRP), and financing from modernization funds, we can support the development of these storage capacities in the coming years, so that by the end of 2027 we will have a storage capacity of 1,000 MW.
